CCTS Global was engaged to support a large public-sector organisation in reviewing the cloud architecture of a mission-critical application hosted on Microsoft Azure, and to develop a comprehensive Azure Cloud Services Playbook. The objective was twofold:

  • Assess the existing architecture against best practices, and
  • Provide a clear, actionable guide for future Azure service subscriptions that balances performance, scalability, security, and cost optimisation.

 

Architecture Review: From Current State to Optimised Design

CCTS Global began with a structured review of the existing Azure cloud architecture, focusing on scalability, availability, security, and cost efficiency. This assessment identified areas where design decisions could be refined to better align with workload characteristics and usage patterns.

Next, workload demand patterns were analysed to determine whether current compute and database tiers were appropriately sized. The review examined:

  • Peak vs average utilisation
  • Performance bottlenecks
  • Opportunities for right-sizing and elasticity

This analysis formed the foundation for cost optimisation recommendations without compromising system performance.

From Architecture Guidance to Optimized Cloud Outcomes

Network and Integration Design: Proxies, APIM, and Security

One of the critical focus areas was the use of reverse proxies, forward proxies, and API Management (APIM).

The playbook provides clear guidance on:

  • When reverse or forward proxies are necessary versus when APIM alone is sufficient
  • Security implications of combining proxy servers with APIM
  • High availability design considerations for proxy layers
  • Trade-offs between application-level and tenant-level proxy implementations

By documenting the rationale behind each option, the playbook enables teams to make informed decisions rather than defaulting to over-engineered or costly designs.

Data Layer Optimisation: SQL Managed Instance Choices

For the application data layer, the playbook outlines criteria for choosing between:

  • General Purpose SQL Managed Instance, and
  • Business Critical SQL Managed Instance

Rather than prescribing a one-size-fits-all approach, the guidance links database tier selection to:

  • Transaction volumes
  • Latency sensitivity
  • Availability requirements
  • Cost-performance trade-offs

This makes sure that higher-cost tiers are used only when justified by business and technical needs.

Compute Optimisation: VM Sizing and Auto-Scaling

Virtual Machines remain a major cost contributor in many Government Cloud environments. The playbook defines:

  • Criteria for determining optimal VM size and utilisation thresholds
  • When auto-scaling is appropriate for VM-based workloads
  • A practical methodology for collecting and analysing Azure utilisation data

This data-driven approach helps teams move away from static over-provisioning toward right-sized, demand-based compute models.

From Playbook to Actionable Recommendations

Beyond the playbook, CCTS Global delivered a targeted recommendation report outlining:

  • Architectural improvements tailored to the system
  • Expected cost and performance impacts
  • Risks and trade-offs associated with each recommendation

These recommendations were validated through stakeholder discussions and concluded with a knowledge-sharing session to align technical and operational teams.
